Commission Chairman Charles E. Bannister

Charles Bannister was first elected to a four-year term as Chairman of the Gwinnett County Board of Commissioners in 2004 and won re-election in 2008. His wide-ranging experience spans the arenas of public service, private business, and community involvement.

As Chairman, Charles is the top elected official of a county government that manages a $1.7 billion annual budget and serves nearly 800,000 residents. He serves on the executive committee of the Atlanta Regional Commission and is a member of the Association of County Commissioners of Georgia, the National Association of Counties, and the North Georgia Metro Water Planning Committee. He also chairs the Georgia Bioscience Joint Development Authority. Georgia Trend magazine named Charles as one of the 100 Most Influential Georgians for three consecutive years, 2006 through 2008.

Prior to being elected Chairman, Charles was a member of the Georgia House of Representatives for 18 years, serving on the Insurance, Industrial Relations, and Appropriations Committees. He also served the City of Lilburn as mayor for four years and as a city council member for six years prior. During that time he held the positions of President of the Gwinnett Municipal Association and Vice President of the Georgia Municipal Association. Charles also spent 14 years on the Gwinnett Hospital System's Board of Directors.

Charles had a successful career in the insurance and financial services industry, owning his own insurance agency serving customers in northeast Georgia for more than 28 years. He served his country as a member of the United States Marine Reserves from 1962 to 1967.

Charles is married to his high school sweetheart, Glenda. They have lived in Lilburn since 1972 and are members of Tucker First United Methodist Church. Charles and Glenda have three grown children and seven grandchildren.



District 1 Commissioner: Shirley Lasseter

Shirley Fanning Lasseter was first elected to the Board of Commissioners in November 2008. She was born and raised in High Point, North Carolina, and is a longtime resident of Gwinnett County. Prior to her election to the Board, Shirley served as mayor of Duluth for 14 years. Deeply involved in her Gwinnett community, she is a member of the Duluth Kiwanis Club and the Duluth Merchants Association. She also serves on the Board of Directors for Safe Kids Georgia and Operation HOPE, an organization that promotes financial literacy. She was appointed by two governors to the state's 911 Board. Shirley has served as chairman for the American Heart Association and is the founder of The Living Memorial in Duluth.

Shirley is a graduate of Brenau College for Women and received her master of education degree from Georgia State University. She is a former teacher with the Gwinnett County and DeKalb County Public School Systems and has taught Sunday school. She currently serves as Director of Public Safety Education for the Georgia Department of Insurance and Fire Safety.

A mother of four, Shirley has two sons and two daughters. She is the proud grandmother of five. She lives in Duluth and is a longtime member of the Duluth First United Methodist Church.



District 2 Commissioner: Bert Nasuti

Bert Nasuti has served in various positions in County government:

  • Appointed to the Recreation Authority in 1991
  • Municipal Gwinnett County Planning Commission in 1992
  • Elected Planning Commission Vice-Chairman in 1995 and Chairman in 2001
  • Elected Planning Commission representative to the Revitalization Task Force in 2001
  • First elected District 2 Commissioner in March 2002 in a Special Election

He is a 1994 Graduate of Leadership Gwinnett, a lifelong resident of the Atlanta area, and a 17-year resident of Norcross.

Accomplishments:

  • Graduated from the University of Georgia School of Law in 1984
  • Earned a Master's Degree in Public Administration and Bachelor's Degree in Economics also from the University of Georgia
  • Partner in the law firm of Thompson, O'Brien, Kemp, & Nasuti, P.C. specializing in commercial transactions, banking, finance, and government law
  • Appointed by the U. S. Department of Justice to the private panel of Bankruptcy Trustees for the U. S. Bankruptcy Court, Northern District of Georgia, in 1990
  • Currently serves as a Trustee administering cases for the Federal Bankruptcy Court

Bert coaches baseball and softball at the Norcross Dixie Youth Leagues at Pinckneyville Park, and is an active member of Simpsonwood United Methodist Church, where he serves on the Staff-Pastor Parish Relations Committee. He is also on the Board of Directors of the Robert D. Fowler YMCA in Peachtree Corners.



District 3 Commissioner: Mike Beaudreau

Mike is a national accounts manager for Ricoh Corporation. He graduated in 1997 from the College of Business and Public Affairs at Clemson University, and has completed additional studies at Georgetown University. He graduated from the Atlanta Regional Commission Planning Academy in 2003.

Mike has volunteered his time in many local activities, serving as President of the Tribble Mill Walk Homeowners Association, assisting as a Volunteer Ambassador for the Gwinnett Chamber of Commerce, and holding leadership positions in the Gwinnett Republican Party.



District 4 Commissioner: Kevin Kenerly

Kevin Kenerly, a native of Gwinnett County, can trace his ancestors here back to the 1700s. He was first elected to the Board of Commissioners in 1995. He serves District 4 that covers the northern part of the county including the cities of Braselton, Lawrenceville, Buford, and Sugar Hill.

The owner of Kenerly Group, a real estate brokerage firm, he graduated from Berkmar High School and attended Jacksonville State University. He is also a graduate of Leadership Gwinnett, the Regional Leadership Institute, and the UGA Carl Vinson Institute of Government Commissioner Training Program.

Kevin and his wife, Elizabeth, have four children, Miranda, Knox, Katie, and Gracie. They live in Braselton and attend Life Community Church. Kevin has volunteered his time to coach youth football in Gwinnett for 18 years. He has also coached Mill Creek Youth Girls Basketball in addition to coaching at Berkmar and Dacula.
