The Current Planning Section within the Department of Planning and Development is responsible for the processing of rezoning, Special Use Permit, Change-in-Conditions, Buffer Reduction, and Moved-in-House applications in unincorporated Gwinnett County. The Current Planning Section also provides staff support to the Municipal-Gwinnett County Planning Commission.

The Gwinnett County Zoning Resolution (PDF) is the main instrument used by the Planning Division to regulate land development in the county. The Zoning Resolution regulates the size and height of buildings, housing units and lots, as well as the specific types of land uses permitted in the various zoning districts within the unincorporated areas of the county.
Rezoning property is a public hearing process involving the Municipal-Gwinnett County Planning Commission and the Gwinnett County Board of Commissioners. The links below provide more detailed information concerning the rezoning process and specific procedures.
Any property owner or owner's agent can apply for a rezoning, Change-in-Conditions or a Special Use Permit on a property. Only complete applications are accepted in person at the Current Planning Section office. An application does not guarantee an approved rezoning or Special Use Permit.

Listed below is a link to the monthly PDF packages that contain the official (signed) resolutions for BRD, CIC, MIH, MUO, RZC, RZM, RZR and SUP cases heard by the Gwinnett County Board of Commissioners. The documents contain the official resolution and legal land description for each case acted upon that month by the Gwinnett County Board of Commissioners. These official resolutions are available approximately one (1) month after the BOC public hearing date. Draft (unsigned) BOC resolutions are available from the Department of Planning and Development, Current Planning Section approximately one (1) week after the BOC public hearing date.
As part of the rezoning process, the Current Planning Section staff reviews applications and prepares written recommendations for the Municipal-Gwinnett County Planning Commission The written recommendations are also sent to the applicant at least one week before requests are heard at a Planning Commission public hearing. The Planning Commission reviews the facts in each case at its scheduled meeting and recommendations are generally decided upon following the public hearing. Recommendations are forwarded to the Gwinnett County Board of Commissioners.
The Gwinnett County Board of Commissioners considers rezoning and Special Use Permit applications on the fourth Tuesday of each month. If the Board has acted on a previous application affecting the same property within the past 12 months, special rules and restrictions apply.
