Four tunnel routing alternatives were considered, and the criteria for selection were based on:

  • least impact to residents,
  • least number of properties affected,
  • most effective use of existing rights-of-way,
  • and comparable costs
  • The tunnel will begin with an entrance shaft at the No Business Creek WRF site. The entrance shaft will be drilled vertically, with some controlled blasting also required, until the tunnel elevation is reached. Next, a tunnel-boring machine will be installed. The boring machine will drill the tunnel through solid rock until it reaches the exit shaft at the site of the Jacks Creek WRF. Here the tunnel-boring machine will be removed.
