The Neighborhood Stabilization Program

The Gwinnett County Neighborhood Stabilization Program (NSP) was created to help slow the decline of neighborhoods where housing values and conditions are deteriorating due to the presence of foreclosed homes.

A second objective of the NSP is to provide affordable housing to eligible low, moderate, and middle income homebuyers. To address the foreclosure problem, the County will use NSP funds to purchase vacant foreclosed homes in targeted Census Tract Block Groups, make necessary repairs on the homes, and resell the houses to new homebuyers. Federal law prohibits the Gwinnett County from providing foreclosure prevention assistance from NSP funds.

The County has received approximately $10.5 million from the United States Department of Housing and Urban Development (HUD) and approximately $3 million of HUD NSP funds from the Georgia Department of Community Affairs (DCA) for this program. NSP 1 Amendment

Gwinnett County is proposing to amend its NSP awards from HUD and from the Georgia Department of Community Affairs.  The proposed amendments are contained in the Public Notices that can be accessed by clicking on Proposed Amendment 1 - HUD NSP 1 funds or by clicking on Proposed Amendment 1 - DCA NSP 1 funds. The Public Notices contain information about the proposed amended uses/amounts of NSP funds and provide public comment period [Jul 16, 2009 - July 31, 2009] and public hearing information [July 29, 2009].  Action will be taken on the proposed amendments by the Gwinnett County Board of Commissioners on August 4, 2009.


NSP 2

Gwinnett County is requesting additional NSP funds from the United States Department of Housing and Urban Development (HUD) as a member of a multi-county Atlanta area consortium.  The consortium will be submitting an application through a nationwide competition referred to as NSP 2. The Atlanta Regional Commission is serving as the applicant for the Atlanta Region NSP 2 Consortium. Other consortium members include Clayton County, DeKalb County, Douglas County, Henry County, Rockdale County, and the Atlanta Neighborhood Development Partnership, Inc.  The NSP 2 funds were appropriated by Congress through the American Recovery and Reinvestment Act [ARRA] of 2009, also known the "stimulus" bill.

If Gwinnett County is selected to receive NSP 2 funds, the County will purchase/rehabilitate single-family homes for sale to qualifying homebuyers.

HUD awards of NSP 2 funds are expected in late 2009 or early 2010.
