Synopsis

The Department of Community Services is organized into seven divisions and provides high-quality recreational, educational, electoral, health, and other human services in partnership with the Gwinnett community. A summary of each division is listed below.

Business Management
The Business Management Division is responsible for coordinating, monitoring, and processing the financial needs of the Community Services department, including administration, budget, payables, revenues, purchasing, fixed assets, and internal human resource functions.

Cooperative Extension Service
The Gwinnett County Cooperative Extension Service operates as part of the University of Georgia's College of Agricultural and Environmental Sciences and College of Family and Consumer Sciences. The Extension Service also functions as an educational division of the Gwinnett County Department of Community Services and receives some funding from the Gwinnett County Board of Education.

Environmental and Heritage Center
The award-winning Gwinnett Environmental and Heritage Center (EHC) opened in fall 2006. The EHC serves as an environmental learning center, science/history museum, community center, and park. The EHC is Gwinnett County's first "green" building and was designated as gold-certified by the U.S. Green Building Council's Leadership in Energy and Environmental Design (LEED). Over 230 acres of land surrounding the center have also been preserved. The site provides hiking trails and the County's first greenway.

Voter Registration and Elections
Working in conjunction with the Gwinnett County Elections Board, this division is responsible for maintaining voter registration and conducting elections on behalf of Gwinnett County.

Health and Human Services
This division coordinates health and human services including senior services programs provided in three senior centers, support services, and meals for seniors at home, coordination of two human service centers and one community center, oversight of the health and human service subsidy budget, collaboration with community agencies such as the Gwinnett Coalition for Health and Human Services, and other partnerships to serve the needs of the community.

Parks and Recreation Operations
The Operations Division is charged with maintaining, operating, and public awareness of the County's park system and recreation facilities. The Operations Division staff is responsible for providing quality parks, programs, and services to meet the broad-based needs of the citizenry in Gwinnett.

Parks and Recreation Project Administration 
Charged with evaluating potential park sites, reviewing boundary surveys, and preparing feasible studies, the Project Administration staff is responsible for environmental assessment reports, geotechnical analyses, park designs, oversight of renovation and capital improvements to existing parks and facilities, master-planning parks, and construction of new parks. Once land is purchased for a park, planning staff works with citizen steering committees to create a master plan. These committees consist of members of neighboring communities and park users.

Since 1996, Phil Hoskins has served as Director of Community Services for Gwinnett County. His responsibilities include overseeing the operations of the following divisions: Parks & Recreation Operations, Parks & Recreation Project Administration, Health & Human Services, Extension Services, Gwinnett Environmental & Heritage Center, and Voter Registration & Elections. In addition, he serves as the County’s liaison with various other community service organizations.

Phil is a native of Kentucky. He graduated from Georgetown College in Kentucky and completed his Master’s Degree from Indiana University.

Phil has over 30 years of public service working for local government agencies in Illinois, Minnesota, and Kentucky. Prior to relocating to Gwinnett County, he served as Assistant to the City Manager for the City of Owensboro, Kentucky.

He has held positions with many Gwinnett community boards including the American Cancer Society, American Red Cross, Leadership Gwinnett, Rotary Club of Lawrenceville, and United Way.

Phil and his wife, Janet, reside in Gwinnett County.


Grant Guess Parks & Recreation Project Administration Division Director:

Grant Guess has worked for Gwinnett County Parks and Recreation for 24 years in various capacities, and currently serves as the Director of the Project Administration for Parks and Recreation. In this position, Grant manages the planning, acquisition, design, and development of all of the parks, facilities, and greenways in the Gwinnett County park system. He also oversees the various Special Purpose Local Option Sales Tax (SPLOST) programs for the Parks and Recreation division. Grant is a graduate of Georgia Tech and worked for the Fulton County Parks and Recreation Department for seven years before being hired by Gwinnett County. He lives in the Buford area with his wife Laurie and his two children, Kelly and Erin.

Tina Fleming has worked for Gwinnett County Parks and Recreation since 2001 in various capacities and currently serves as the Director of the Operations Division. In this position, Tina manages the programming of recreation facilities, marketing, facility operations, park and facility maintenance and repair, fostering of volunteers and stewardship opportunities, and safety of all of the parks and facilities in the Gwinnett County park system.

Tina has been involved in the parks and recreation field for more than 20 years. She is a member of National Recreation and Park Association, and has been an active member with Georgia Recreation and Park Association (GRPA) for 15 years. During this time, she served on the GRPA District 7 Executive Board for five years and was a past member of the GRPA Board of Trustees. She is a National Alliance for Youth Sports (NAYS) Coach’s Certification Evaluator as well as a Certified Youth Sports Administrator (CYSA). Prior to Gwinnett County Parks and Recreation, Tina was the Recreation Director in Oglethorpe County, Georgia.

Prior to coming to Gwinnett in 2008, Pat has been an independent consultant for the Rosalynn Carter Institute for Caregiving, CARE-NET project, Alzheimer's Association, AARP, Atlanta Regional Commission-Area Agency on Aging, and Home to Home...the Next Step, a senior housing advisory.

Pat's career in the aging field spans 35 years including the positions of activity director in a nursing home, project director for an Older Americans Act nutrition project in south Texas, and planner at an Area Agency on Aging in southwestern Oklahoma. From 1992 to 2002 she was a program supervisor in the Community Relations Unit for the Aging Services Division of the Oklahoma Department of Human Services. Pat also served as the project coordinator and facilitator for the Oklahoma Aging Advocacy Leadership Academy (OAALA), a training academy that identifies and develops volunteer leaders and advocates on issues related to aging.

Robert began serving as an Extension Agent in Gwinnett County in July 1994 and has 22 years of work experience as an extension agent in Fulton and Gwinnett Counties. He received a bachelor's degree in business administration and a master's degree in agricultural economics from the University of Georgia and serves as an adjunct faculty member of the Georgia Fanning Leadership Center. As an educator, Robert is dedicated to providing gardeners, landscapers, and green industry professionals with practical information to meet individual needs, and protecting Gwinnett County's local environment and water quality. Robert also works with 4-H and youth development programs to help provide skills for the next generation of leaders in Gwinnett.of leaders in Gwinnett.

Steve brings to Gwinnett County more than 18 years of experience and leadership in the environmental protection, environmental education, and public health profession. Most recently, he served as Deputy Director for Rockdale Water Resources. Steve holds a Bachelor of Science and is a member of five academic honor societies. Steve has served as two-term president of the Georgia Water Wise Council, committee chair of the American Water Works Association, Georgia Water and Pollution Control Association, and Water Environment Federation, board member of the American Public Works Association, and past president of the Buford North Gwinnett Rotary Club. Steve recently was appointed to the Technical Advisory Committee for the Metropolitan North Georgia Water Planning District.

Rick has served as Section Manager of the Business Management Division of the Community Services Department since August 2009. This division is responsible for coordinating, monitoring, and processing the financial needs of Community Services, including administration, human resources, budget, payables, revenues, purchasing, and fixed assets. Rick is a graduate of the EXCEL management development program and is a Certified Finance Officer, Levels I and II, through the University of Georgia. Rick has worked with Gwinnett County since June 1996. During his tenure with Gwinnett County and prior to becoming the Section Manager of the Business Management Division, he served as a Business Officer for the Community Services Department, overseeing the capital budget, including the 1997, 2001, 2005, and 2009 sales tax programs. Rick is a graduate of the University of Florida and has worked for Gwinnett County since graduation. He resides in Loganville with his wife Erin and their two children.


Lynn Ledford Voter Registration & Elections Director:

Lynn has been an employee of Gwinnett County since 1987. She has worked at all levels of the Voter Registration and Elections Division. In January 2002, she was appointed to serve as the director of the division. Lynn is the Immediate Past President of the Georgia Election Officials Association and serves on committees with the Voter Registrars Association of Georgia. These two organizations represent over 500 election officials statewide. In 2006 she completed her national certification as a Registration and Elections Administrator through Auburn University. In 2007 she was appointed to a National Task Force for Poll Worker and Public Education on the Elections Process and also serves on multiple Election Advisory Councils for voter registration and election officials. In 2010 she received the Frances Duncan Award from the Georgia Election Officials Association. A native of Gwinnett County, she graduated from Dacula High School. She resides in Grayson with her husband and two children.
