Synopsis
|
The County Administrator is granted responsibility and authority to manage the day-to-day operations of the County on behalf of the Chairman and Board of Commissioners. The department includes the functional areas of County Clerk, Performance Analysis, Communications, and Human Relations. The department provides the following: - Administration of all operations of the County through supervision of department directors and coordination with Elected Officials/Constitutional Officers
- Develop, implement, and ensure compliance with policies, ordinances, resolutions, and regulations at the direction of the Board of Commissioners
- Preparation and maintenance of official minutes, contracts, and documents approved by the Board of Commissioners
- Conduct financial, performance, and efficiency audits and special projects and reviews of County Operations
- Coordination with city, state, and federal officials on issues that are important to and/or may impact Gwinnett County

- To evaluate budget requests based on long-term impacts, not just immediate ones, in order to maintain fiscal balance in the future while addressing the most important service needs of the community

The Board of Commissioners appointed Glenn Stephens as County Administrator in September 2009. Glenn had previously served as Director of Gwinnett County's Planning and Development Department since November 2006. He is an attorney with more than 20 years of experience representing Gwinnett and DeKalb Counties and several municipalities in Gwinnett County. Prior to his appointment as Planning and Development Director, Glenn was Senior Assistant County Attorney for Gwinnett County and specialized in land use and zoning law and litigation. Glenn's legal career began in 1987 at the Lawrenceville law firm of Tennant, Davidson, Thompson and Sweeny in Lawrenceville. He then moved on to work for DeKalb County's law department representing DeKalb County in its land use litigation until 1998 when he joined Gwinnett County. He earned a bachelor's degree in political science from Mercer University and a J.D. from the Walter F. George School of Law of Mercer University. Glenn and his wife have two sons and have lived in Snellville since 1991. He is active in various church activities. |

Aaron J. Bovos was appointed Deputy County Administrator and Chief Financial Officer for Gwinnett County in December 2010. Bovos had previously served as financial services director and chief financial officer for Gwinnett County since April 2009. Bovos served as the County's budget director in 2007. He has served the majority of his 15-year government career with various municipalities, including the the City of Roswell, the City of Norman, Oklahoma, the City of Alpharetta, the City of Sandy Springs, and the City of Milton. Bovos is a Certified Government Finance Manager and Certified Treasury Professional. He holds a bachelor's degree in accounting and is currently pursuing a master's degree in business.

Matt Whitley manages Gwinnett County's Performance Analysis Division. Prior to joining the county in April 2005, he worked in the private sector for Fortune 100 firms MCI and the Coca-Cola Company. Matt's experience includes more than 10 years audit experience with most of those years leading internal audit departments at both MCI and Coke. In addition to his audit experience, he was the financial director for a large business unit at Coca-Cola. He is a Certified Internal Auditor (CIA) and has been a guest lecturer at Louisiana State University's Center for Internal Auditing. He holds a bachelor's degree in business administration and a master of science in finance, both from Georgia State University. Matt, his wife, and their two children are metro Atlanta natives and have called Dacula home for more than a decade. |

Joe earned a bachelor’s degree in journalism from the University of Georgia and began his career with Gwinnett County in 1991 in the field of video production and cable programming. Joe was instrumental in the formation of the Communications Division, which occurred when three distinct functions – television production, Web site management, and public relations – were folded into one division in 1998. He continued to manage all aspects of the County’s government access cable television station until his appointment as Communications Director. In this capacity, Joe oversees and directs the operation of the County’s primary channels of communication including the Web site (www.gwinnettcounty.com), cable television station (TVgwinnett), citizen information line, and printed publications. The Communications Division provides creative services for other County departments and agencies: research, writing, editing, media relations, photography, video production, event planning, and audiovisual system consultation and management. Joe has steered the successful launch of three phases of the official Gwinnett County Web site, an intranet, and full automation of the cable channel. He is a member of the Atlanta chapter of the Media Communications Association-International, PRSA, and 3CMA. He resides with his wife and twin sons in the Grayson area of Gwinnett County. |
