Synopsis
  • Manage, coordinate, and administer all human resources functions, including recruitment and employment, classification and compensation, testing and assessment, organizational development, employee benefits, and retirement plans
  • Develop policy; apply, interpret, and administer human resources-related employment law, state, County, and merit system personnel policies and compliance procedures
  • Provide job-related, legally sound, valid, and equitable selection and promotional procedures
  • Ensure the classification and compensation system is properly maintained and consistently applied to affected positions to ensure internal and external pay equity
  • Facilitate drug and alcohol testing programs, ensuring consistency and administrative coordination in support of a drug-free workplace
  • Develop and facilitate new and effective employee recognition programs that improve morale and productivity
  • Manage employee records and data through secure and confidential processes while maximizing opportunities for automation of these processes through our HR information systems and tools
  • Provide reports, tools, and analysis to management for use in managing employee programs and workforce planning
  • Ensure sound employee performance evaluation systems are available and used appropriately
  • Provide high-quality training programs to County employees, utilizing both internal and external training programs and resources in order to enhance performance, skills, and productivity
  • Promote programs that support a balanced approach to work and personal life
  • Provide benefit plans that are competitive in the job market to help attract and retain quality employees

Strategic Objectives
  • Work with recruitment staff from public safety departments to create more efficient recruitment processes to select the most qualified, suitable applicants
  • Develop total compensation packages based on market survey results
  • Work to better serve County departments through a newly formed "team model" which provides all HR services through a single point of contact
  • Continue automation efforts of various human resources functions in order to enhance quality and timeliness of employment applications, personnel actions, etc.

Kenneth Poe Director:

Kenneth Poe was appointed Director of Human Resources in January 2007. He brings with him more than 20 years of experience and leadership in human resources management. After graduating from the University of Georgia with a bachelor's degree in social work and a master's degree in public administration, he went to work with the City of Rome as a personnel and training specialist. In 1988, he came to work for Gwinnett County Human Resources developing testing and assessment centers and recruiting for public safety departments. He was promoted to Compensation Analyst and later served as Employment Manager. In 1995, Kenneth left the County to work in the private sector. Most recently, he served as the Vice President of Global Human Resources at S1 Corporation, where he was responsible for overseeing all human resources related functions for employees in 24 office locations across 14 countries. Kenneth has obtained certification as a Certified Compensation Professional through the World at Work Association and has a certificate in public management through the Carl Vinson Institute of Government. In 2010, Kenneth obtained certification as a Certified Professional from IPMA.

Hazel McMullin was named Deputy Director of Human Resources in February 2007. She began her career with Gwinnett County in 1992 in the Department of Water Resources where she served two years as Deputy Director and 11 years as Director of the Administration Division. She received certification as a Senior Professional in Human Resources (SPHR) in 2000, holds a BA from Randolph Macon Woman's College in Lynchburg, Virginia, and holds a master’s of public administration from the University of Georgia. She has served on various compensation and benefits committees within Gwinnett government and has managed personnel and human resources for previous employers Hoover Precision Products, Inc., and Noramco, Inc., a subsidiary of Johnson & Johnson, Inc. In 2010, Hazel obtained certification as a Certified Professional from IPMA.
