Synopsis
|
|
Facilities Management - Manages a variety of facilities and provides operational support services which includes external information services (telephone switchboard and information desk); employee identification and access card processing; mail services; custodial services (in-house and with contracted services); conference/meeting scheduling and accommodations; furniture planning, layout, procurement, and installation; interior plant maintenance, exterior grounds maintenance and landscaping; and miscellaneous contracted building services such as food services, equipment maintenance, etc.
- Maintenance and repair of building systems including services in carpentry and general construction, electrical systems, HVAC, building controls and low voltage systems, and plumbing for 50 County-owned facilities
- Management of centralized records management facility including storage for records, retrieval from storage, legal authority on records retention, destruction of obsolete information, and documentation of activities involving records inventory
Fleet Management - Responsible for providing support, maintenance, disposal, and maintenance of all Gwinnett County vehicles and associated equipment and fueling sites
Capital Projects/Property Management - Management of the County's capital construction projects involving general government buildings to include customer meetings; scope development; design contract acquisition and management; construction contract acquisition and management; furniture, fixtures, and equipment acquisition; and overall coordination of all involved parties
- Management of real property to include acquisition, abandonment, and disposal of real property including granting easements on County property, obtaining easements on private property for County projects, and negotiating/managing leases

Strategic Objectives
|
- Provide comprehensive, cost-efficient, and effective maintenance (building and grounds) and construction services in a timely manner to facilities housing County departments so they can perform their missions
- Provide high-quality services to ensure vehicular preventative maintenance services and repairs are completed in a timely manner to minimize vehicle down-time
- Identify surplus properties owned by the County, process these properties for sale and return them to the County's tax digest roll to expand the County's tax base

Major Issues
|
Implementation of projects- Grayson Police Precinct at Bay Creek Park (open Fall 2010)
- Fire Station 32 (open Spring 2011)
Facilities - Complete fourth year of phased HVAC controls replacement at Gwinnett Justice and Administration Center (2011)
- Continue implementation of County's Energy and Water Conservation Strategies, including assisting in HVAC and electrical retrofits for energy conservation (funded by Federal Stimulus Grant)
- Expansion of division's maintenance functions to include HVAC systems and miscellaneous Low Voltage Electrical Systems for Police, Fire and Emergency Services, and Parks and Recreation
Fleet - Review of the County fleet to recommend a reduction as necessary for most cost-effective and efficient operations
- Undertake a review of the County fleet for green efforts needed to maximize fuel efficiency
- Complete a fuel site master plan
- Implement, with other jurisdictions, a fuel consortium to leverage fuel capacity to obtain best pricing available

Ron's division manages construction of new County buildings such as fire stations, libraries, and police facilities as well as property acquisition for non-horizontal projects. Before joining Gwinnett in 2007, Ron managed similar projects in Collier County, Florida. He is a professional engineer with degrees from the U.S. Naval Academy and Georgia Tech. He also has 20 years' experience planning, constructing, and maintaining federal buildings with the U.S. Navy Civil Engineer Corps. |

Michael joined the County in his present position in November 1992. As director of Facilities Management, he is responsible for managing a variety of facility operations and services and administering buildings and grounds repairs and maintenance for 50 County-owned properties. Michael began his career in the community and urban planning field with experience in both the private and public sectors. Prior to coming to Gwinnett, he served for six years as project manager for the Building Authority of Fulton County and oversaw several multi-million dollar construction projects, including the Fulton County Government Center and Fulton County Judicial Center. Michael received his bachelor's degree from Duke University and a master's in urban life/community development from Georgia State. He resides in Tucker with his wife, Louise, and has one daughter. |

Shirley Hager has been employed with Gwinnett County Board of Commissioners since January 28,1986. Shirley moved from Ohio to Georgia in 1984. Shirley started her employment in the Gwinnett County Tax Assessors Office and transferred to Support Services in 1988. She resides in Oconee County with her husband and daughter. |

Michael has been with Gwinnett County since May 28, 2005, where he started as Fleet Service Manager. Michael was named Division Director on December 18, 2005. Michael has 20 years of experience in Service /Fleet management. Prior to coming to Gwinnett County, Michael has held various fleet and operations management positions with Yancey Caterpillar and Nortrax, a John Deere dealership. Before coming to the County he was the General Manager for VehiCare Fleet Maintenance Solutions. Michael graduated from Florida Junior College with a digital electronics degree and received his bachelor's degree from National Louis University in behavioral science. He resides in Buford with his wife, Janice. |
