Mission

The mission of the Gwinnett County Department of Transportation is to enhance quality of life by facilitating the mobility of people and goods safely and efficiently. This mission is accomplished by planning, constructing, operating, and maintaining the aviation, transit and surface transportation systems.


Vision

The Gwinnett County Department of Transportation will, in a fiscally responsible manner, provide for the mobility and accessibility needs of the wide variety of citizens. To meet these needs, the Department will rely upon established, proven methods, while continuously considering innovative techniques and solutions. Whether traveling by private automobile, aircraft, as a passenger in a transit vehicle, or as a pedestrian, Gwinnett County citizens will be able to reach any desired destination in a safe and timely manner. Gwinnett County will be bold in its actions by pursuing alternative funding sources and technological advances. Gwinnett County will be known as the place with smooth roads, synchronized traffic signals, maintained shoulders, safe and well-designed intersections, accessible pedestrian facilities, live interactive traffic information, and a clean, efficient transit system.

Synopsis
  • Construct new or improve existing transportation facilities through Program Delivery
  • Maintain existing roadways by patching and/or paving
  • Operate and maintain County's transit system
  • Engineer and survey various transportation and public works projects
  • Establish engineering standards for use by developers and contractors
  • Oversee land acquisition activities including right of way and/or easements required for County transportation projects
  • Install and maintain traffic control signs, signals, speed humps, sidewalks, and street lighting
  • Review and develop traffic impact and proposed traffic plans to alleviate congestion and to improve safety
  • Operate Traffic Control Center
  • Expand the GC Smart Commute initiative
  • Conduct traffic studies
  • Coordinate with other agencies regarding state transportation programs in Gwinnett County
  • Coordinate with various agencies regarding funding and scheduling of infrastructure improvements
  • Oversee effective operation of Gwinnett County Airport/Briscoe Field

Strategic Objectives

Identify, pursue, and implement new innovative project delivery mechanisms

  • Identify, pursue, and award one pilot project using design/build or contractor at risk approach
    • This objective is being established to award at least one pilot project using the design/build or contractor at risk approach to project completion
    • Identify a pilot project appropriate for using design/build and/or contractor at risk
    • Prepare and award bid for identified pilot project
    • Design/builds are project where the design and construction are contracted to a single entity to minimize project risk and reduce total project completion times
    • Contractor at risk is similar to the Design/Build approach, where a single entity is contracted at one price to complete all aspects of a job
  • Pursue Public Private Partnership (P3) options including the proposed Ronald Reagan Parkway extension
    • Continue evaluation of feasibility study for the proposed Ronald Reagan Parkway Extension
    • Continue to work with all agencies, including GDOT and FHWA, on the connection to I-85
    • Pursue Traffic and Revenue Study and fully investigate complete feasibility and constructability for Ronald Reagan Parkway
    • Identify future potential projects suitable for Public Private Partnership

Monitor performance and increase efficiency of Transit System

  • Prepare five-year Transit Development Plan (TDP)
    • Complete and implement TDP
    • Work with Consultant along with the Gwinnett County Transit Advisory Board for public input for evaluation of existing service, recommendations of service improvements and new services, as well as five to ten year financial plan

Increase utilization and functionality of the Traffic Control Center (TCC)

  • Implement and maximize the potential of TCC 
    • Increase utilization of TCC for traffic flow monitoring/signal management
    • Increase utilization of TCC for special event management
    • Explore traveler information options to better inform the public through GCTV (Channel 23) and/or web publishing
    • Continue implementation of the GC Smart Commute initiative
    • Explore emergency and incident management coordination with GC 911 and GDOT 511

Kim has more than 30 years of engineering and management experience in public works. He has an engineering degree from the University of Illinois and obtained a master's degree in engineering management at Bradley University before coming to work for Gwinnett County Department of Transportation in 1985. Kim was appointed Director of the Construction and Maintenance Division in 1985. In 2004, he was promoted to Deputy Director of Operations, Maintenance, and Planning. In 2007, Kim was promoted to the Deputy Director/Chief Engineer for the Department of Transportation. In 2011, Kim was named Acting Director of the Department of Transportation. A registered professional engineer in Georgia and Illinois, Kim is, a member of the American Public Works Association and Institute of Transportation Engineers and has served on numerous technical and organizational committees in Gwinnett County.

Alan holds a master's degree in business administration from Georgia State University and a bachelor's degree in civil engineering from Georgia Tech. He is also a registered professional engineer in the state of Georgia. Alan has experience in both the transportation and environmental engineering fields and his job assignments have included work with the Georgia Department of Transportation and as an engineering and construction consultant. He has worked for Gwinnett County since 1997, serving as a project manager on the Capital Program for road improvements prior to 2004 when Alan was promoted to Deputy Director for Program Delivery. The two divisions of Preconstruction and Construction are under his jurisdiction. He lives with his wife, Anne, and two daughters in Lawrenceville.

David holds a degree in landscape architecture from the University of Georgia and is a registered landscape architect in the state of Georgia. He is a member of the American Society of Landscape Architects and a Certified Arborist. David has many years of experience in planning and land development in both the public and private sector. He came to work for Gwinnett County in 1986 in Planning and Development as the Development Review Manager until 2000 when he was hired as the Senior Construction Manager of the Capital program for road improvements. He was appointed to the Preconstruction Division Director for Program Delivery in 2004. In 2007, David was promoted to his current position of Deputy Director, Contracted Operations and Administration. He lives with his wife, Meredith, in Lawrenceville.

Phil has a Master’s of Science and bachelor's degrees in civil engineering from Georgia Tech. He has over 37 years of transportation engineering experience and is a registered professional engineer in Georgia. Phil has worked for Gwinnett County DOT since 2006. Prior to that, he spent eight years working for national transit consulting firms on projects throughout metro Atlanta and Georgia's other urbanized areas, as well as for major transit agencies around the U.S. Prior to consulting, he worked for the Georgia DOT and the Atlanta Regional Commission where he was the lead transportation modeler for the Atlanta region for seven years and Chief of the Transportation Planning Division for 13 years. He is well-versed in federal, State, regional, and local transportation processes and requirements, as well as bus and rail operations, facilities planning and development, vehicle technologies, fare policy, safety oversight, development of economic benefits and costs, developing funding options and capital & operating improvement programs, and monitoring/managing planning and service provider contracts. Phil and his wife Laurilyn live in Gwinnett County. They have three grown children and four grandchildren.

A journalism graduate of the University of South Carolina, Jane has worked for Gwinnett County Government since 1993. Prior to her current assignment, Jane oversaw community relations for the Gwinnett Department of Transportation and acted as the County's legislative liaison with the Georgia General Assembly. Jane moved to Georgia in 1987 and served on the editorial staff of several metro-Atlanta newspapers prior to her employment with the County. A graduate of the 2005 Leadership Gwinnett Class, Jane is also an officer in the National Association of County Information Officers, an affiliate of the National Association of Counties. She is an active member of McKendree United Methodist Church, and lives in Gwinnett with her husband, Rob, and two sons, Spencer and Hilton.

Matt holds a bachelor's degree in aviation operations and a minor in business. He is a member of the American Association of Airport Executives, the Southeast Chapter of the American Association of Airport Executives, and the Georgia Airports Association. He is currently working on achieving his Accredited Airport Executive status and is also a certified private pilot. Matt has experience at both air-carrier and general aviation airports, and his job assignments have included work with San Jose International Airport, Reno Air Airlines, and the three general aviation airports operated by Santa Clara County. He has worked for Gwinnett County since 2000. He lives in Dacula with his two sons, Aiden and Nathan.

Charles R. (Chuck) Bailey serves as the Division Director for Traffic Engineering and Planning. He came to work for Gwinnett County in 1997 as the Chief Engineer for Traffic Signal and ITS section, and brought with him years of experience in the public and private sector. He also worked for a transportation-consulting firm responsible for monitoring traffic signal timing plans and patterns during the 1996 Summer Olympics. Chuck holds both a master's and bachelor's degree in civil engineering from the Georgia Institute of Technology. He is a registered professional engineer in the State of Georgia and an active member of several professional organizations including the Georgia Section ITE and ITS Georgia. He resides in Flowery Branch with his daughter, Gracie.

A 1989 graduate of Coffee County High School in Douglas, Georgia, John graduated from The Georgia Institute of Technology in 1994 with a bachelor's degree in mechanical engineering. In 2001, he received his master’s of business administration degree from Georgia State University. John has 15 years of experience in engineering, construction, and program management. John joined the Gwinnett County Department of Transportation in 2007 as a project manager. He was promoted to Division Director of the Pre-Construction Division in 2008. John lives in Braselton with his wife Ami and their four children, Ainsley, 8, Drew, 6, Adam, 4, and Ella, 4 months.
