 The Rural Estate Sector Plan focuses on the more rural areas in the eastern portion of the county. A major component of this sector plan is an analysis of how to implement rural and agricultural land preservation and conservation programs including the consideration of the possible role of a Transfer of Development Rights (TDR) system in achieving the goals and policies of the 2030 Unified Plan. The Rural Estate Sector Plan has three major phases:
Phase 1: Developing options for rural land preservation and conservation including a hypothetical TDR program, data collection, and education outreach Phase 2: Design of a preservation strategy Phase 3: Final recommendations and incorporation of recommendations into Unified Development Ordinance, as appropriate. Transfer of Development Rights (TDR) What is a TDR and what does it do? A developer can purchase development rights from a land owner located in a rural area and is then allowed to develop a project in an existing mixed-use, commercial or industrial district at a higher density level. |
