Water and Sewer Plan Review Section

The Water and Sewer Plan Review Section of the Department of Planning and Development is responsible for the review, permitting, and approval of all water and sewer mains and facilities for developer-installed projects. This includes projects in both unincorporated Gwinnett County and the cities that the Gwinnett County Department of Water Resources serves. The Water and Sewer Plan Review Section's mission is to assist developers and consultants during the design and construction phases of projects in order to ensure the best possible water and sewer facilities for Gwinnett County.

Water Bill Information

You have reached the Water & Sewer Plan Review Section page of the Department of Planning and Development. This section is responsible for the review of water and sewer systems during the development process. This section does not process water bills.

The Gwinnett County Department of Water Resources (DWR) is located at 684 Winder Highway in Lawrenceville. Their offices are open Monday through Friday from 8:00 a.m. to 5:00 p.m. to accept payments, establish or discontinue water service, and answer any questions that you might have.

Open Records Requests

The Open Records Request Form may be used to request access to documents maintained by the department to inspect or obtain copies under the Georgia Open Records Act. This form is not required to request routinely available records such as agendas, minutes, plats, ordinances, and resolutions. Although Open Records Requests are not required to be submitted in writing, use of this form will aid considerably in ensuring that each request is fulfilled as accurately as possible. Water and Sewer Fees

Water and Sewer Plan Review Fees for Projects Located Inside City Limts (PDF)

Site Development Permit

Fees are due at the time of issuance of the Development Permit:

  1. TV Inspection Fee: $45.00 plus $0.15 per linear foot 8" or larger pipe.
    Note: Additional fees for TV inspection will be required if approved in more than one "phase or unit" AND will be collected at the time of re-approval. If a re-inspection fee is necessary, the additional inspection fees will be collected after the TV Inspection is complete.
  2. If installation of new stub off an existing line is required, a charge of $550.00 will be paid at the time of development permit.
Building Permit

Fees are due at time of issuance of the building permit. Fees are determined by the size of the water meter required for the project.

Utility Construction Permits

Utility Construction Permits are required for water and sewer projects that connect to existing Gwinnett County mains. In order to obtain a permit, the contractor must be on the list of approved contractors. One set of approved plans is stamped "CONTRACTOR'S COPY" and this set must accompany the contractor to obtain a permit.  A Gwinnett County Department of Water Resources inspector will be assigned to the project. It is the responsibility of the contractor to schedule a preconstruction meeting with the assigned inspector prior to beginning any water or sewer installation activity. Grease Management Program

The Department of Water Resources' Grease Management Program exists to protect the county's wastewater collection system from elicit fats, oils, and grease discharge that may cause serious damage and expense. Fats, oils, and grease clog pipes, lift stations, and treatment plants. This damage can cause sewer overflows where raw sewage is discharged into the county's water ways. The removal of fats, oils, and grease from treatment plan influent is very expensive and may affect wastewater treatment plants ability to meet their discharge limits.

The Grease Management Program is tasked with ensuring that commercial users of the wastewater collection system have properly sized interception capacity and conduct proper maintenance of the interceptor. All new commercial facilities whether a new building or new owners of existing facilities must have their grease trap capacity reviewed before a permit is granted to tie into the collection system. This capacity is determined by the size of the facility as well as the equipment used and menu items served. The Gwinnett County Fats, Oils and Grease (FOG) Ordinance contains specific requirements for fats, oils, and grease mitigation. Water & Sewer Development Inspections

Water and Sewer Development inspectors visit job sites to ensure that developers and contractors are constructing the water and sewer infrastructure according to the engineering plans and County standards. Once a project is complete it is the inspector's responsibility to sign-off on the project indicating all standards were met or exceeded during the construction phase.
