The Sugarloaf Small Area Plan will shape the future of this area for the next 20 years. A joint planning process led by Gwinnett County and the Sugarloaf Community Improvement District, the Sugarloaf Small Area Plan will guide future development policies and infrastructure investments, fostering a vibrant community that attracts residents and visitors, supports business, and provides unique experiences.
Collaborating with residents, businesses, and nonprofits in the area is essential to the success of the plan. The plan will cover the following main topics:
- Mobility focuses on making it easier and safer to get around — whether by car, bus, bike, or on foot. The plan will look at reducing travel times, improving sidewalk, trail, and bike connections, expanding transit options, and addressing key safety and access challenges across the area.
- Placemaking explores ways to strengthen Sugarloaf’s identity and sense of place through attractive landscaping, public art, gathering spaces, and clear wayfinding. It also considers opportunities for community events and activities that bring people together and celebrate what makes the area unique.
- Redevelopment considers how Sugarloaf can grow in a way that supports residents, workers, and visitors. It examines opportunities for new housing, along with retail, services, entertainment, and mixed-use development to help create a vibrant, inclusive district.

Recent investments by both the Sugarloaf Community Improvement District and Gwinnett County have strengthened the area’s foundation and created momentum for the future. This includes CID-led improvements such as artistic crosswalks near Gas South District and large-scale murals along the I-85 underpass. The County has also led pedestrian enhancements near Sugarloaf Mills and ongoing updates to the County’s Master Trails Plan, improving safety, connectivity, and the overall experience of the area.
Building on this progress, the Sugarloaf Small Area Plan represents a timely opportunity to revisit and refine the long-term vision for Sugarloaf. This coordinated planning effort will rely on the County’s updated land use and design framework from the 2045 Unified Plan, while aligning CID and County goals, priorities, and investments to support a more connected, safe, and attractive district.
