Management Profiles

Sheryl Dallas Director:

Sheryl Dallas


Sheryl Dallas was appointed Director of the Department of Human Resources on October 6, 2017. Prior to her appointment, she served as Deputy Director of the department for nearly three years. She came to Gwinnett County with extensive experience in public sector human resources and employee benefits administration, having served in Miami-Dade County, Florida, and in Georgia for the Atlanta Housing Authority, Fulton County, and ACCG, Georgia’s County Association. Sheryl has also acted as a consultant to local governments in human resources matters while working for several national public sector consulting firms. She holds a bachelor’s degree in English and a master’s degree in public administration from Texas Tech University.

Sandra Sheppard Deputy Director:

Sandra Sheppard


Sandra Sheppard was named Deputy Director in the Department of Human Resources on May 27, 2014.  She began her career in Human Resources working at the Georgia Department of Agriculture and also with the Georgia Department of Education. She came to Gwinnett County 1994, where she served for four years as a Senior Human Resources Generalist and was subsequently promoted to Human Resources Manager in 1998. She obtained certification as a Professional in Human Resources (PHR) from the nationally recognized Human Resources Certification Institute in 2002. She holds a bachelor’s degree in Business Administration from Georgia State University and has more than 25 years of experience in the HR profession.
