Administrative Services Division
The Administrative Services Division Commander is responsible for the operation of the division. The division is responsible for managing the fiscal processes including budget and capital projects; recruiting personnel and investigating complaints; conducting staff inspections; overseeing the basic and in-service training for departmental personnel; promotions; legal matters; internal and external communications; handling the permitting function for certain businesses/individuals; maintaining accredited status through the state certification program; and providing administration support in payroll and human resources. The Administrative Services Division is divided into the following components:
HR & Fiscal Management Section
The HR & Fiscal Management Section oversees the budget for daily operations and capital projects, monitors account balances and overtime to keep from exceeding allocations, processes all purchases and payments for the department, and oversees expenditures and purchases to ensure compliance with County policy.
Professional Standards Section
The Professional Standards Section is responsible for the investigation of all applicants for positions within the Sheriff’s Office. They investigate both internal and external complaints and employee misconduct. These tasks are accomplished by the Background Investigations Unit, Recruitment Unit, and Internal Affairs Unit. Additional units include the Accreditation and Compliance Unit, Policy and Procedures Unit, and Inspections Unit.

- Internal Affairs Unit is responsible for recording, registering, and investigating complaints of employee misconduct within the office. Other responsibilities include supervising and monitoring the investigation of alleged misconduct and maintaining the confidentiality of investigations and records so that the integrity of the office is maintained in an objective, impartial and fair manner.

- Background Investigations Unit is responsible for the processing of all applications for employment with our agency. The unit also ensures these candidates are qualified and meet hiring guidelines established by the Office, the Department of Human Resources, and the Merit System Rules and Regulations.
- Recruitment Unit is responsible for recruiting the most qualified personnel that reflect the demographics of the County. The Recruitment Unit routinely attends community events and career fairs.
- Accreditation and Compliance Unit is responsible for managing and maintaining persistent compliance with all applicable standards in the Sheriff’s Office. This unit assures the responsibility in establishing an exceptional level of professionalism, excellence and competence amongst the staff
- Policy & Procedures Unit works in unison with the Accreditation Compliance Unit to ensure the employees are given the guidance necessary to act decisively, consistently and legally, while promoting self-confidence and professional conduct
- Inspections Unit conducts internal inspections and audits in various divisions, sections and units, ensuring that the Sheriff’s Office deputies and personnel are in compliance with established policies and procedures
Communications Unit
Public Information Officers
The Public Information Officers (PIOs) are the liaison between the Sheriff’s Office and the public. The PIOs are responsible for issuing press releases, answering queries from the media and assisting in routine news coverage. The PIOs also cover newsletters within the Sheriff’s Office, maintain the social media outlets, and handle requests from all media sources.

Office of the General Counsel
General Counsel
The General Counsel provides legal advice and resources to the Sheriff and command staff, liaisons with the Gwinnett County Law department on litigation, and liaisons with other County departments, State and local agencies on legal matters. The General Counsel proactively identifies and mitigates risk and conducts other management responsibilities as directed by the Sheriff and command staff.

Training Section
The Training Section determines the training needs and training programs of the Sheriff’s Office. The section consists of the In-Service Training Unit, Academy Training Unit, Basic Jailer Training Unit, and FTO Training Unit.
- In-Service Training Unit handles yearly training for certified peace officers to attend the 20 hours of in-service training that is required to maintain state certification. In-service training consists of both classroom and practical exercises that reflect judicial changes and current tactical techniques that will enhance deputy’s skill and knowledge. Advance Training consist of Firearms, EVOC, Defensive tactics, and CPR
- Academy Training Unit handles the Basic Mandate Academy, which includes 404 hours of training required by the Georgia Peace Officers Standards and Training Council (GA POST)
- Jail Training Unit ensures that jail deputy are prepared to conduct themselves in a manner consistent with legislative and case law decisions. Topics include emergency procedures, inmate rights, inmate discipline, and medical activities such as first-aid, CPR, inmate medical, inmate/cell searches, fingerprinting, self-defense, and inmate supervision
- Field Training Officer Unit (FTO) are responsible for training newly hired deputies. In each phase the FTOs introduce a variety of duties, procedures, and policies that the trainee is required to learn and appropriately apply. These training objectives are documented in the FTO training manual and the training consists of 5 weeks
