The 1990 Georgia Comprehensive Solid Waste Management Act requires local governments to complete and periodically update a solid waste management plan. In 1991, Gwinnett County and many of the municipalities within the County developed a state-approved solid waste management plan. A 2007 amendment addresses a 2005 – 2020 planning period.

The residential solid waste management plan was implemented on July 1, 2010. The Gwinnett County Board of Commissioners approved an amendment to the agreement with residential solid waste haulers that provides for continuity of residential solid waste collection services for residents in unincorporated Gwinnett County. The amended agreement became effective September 27, 2022.
