If you are interested in obtaining a retiree badge, appointments are available on Tuesdays and Thursdays at the Gwinnett Justice and Administration Center, located at 75 Langley Drive in Lawrenceville. Call 770.822.7104 to schedule your appointment. The retiree badge will be for identification purposes only and will not grant access to any County facility, building, or parking deck.

Retiree Bereavement Notices
We regretfully announce the deaths of the following retirees:
November 2024
- John Awtrey, who passed away Thursday, November 14. Joh served the County for 19 years before she retired from the Gwinnett Police Department in 1999.
October 2024
- Ann Monahan, who passed away Tuesday, October 15. Ann served the County for 19 years before she retired from the Department of Water Resources in 1998.
- Jimmy Satterfield, who passed away Wednesday, October 30. Jimmy served the County for 18 years before he retired from the Sheriff's Office in 2009.
September 2024
- Clayton Bond, who passed away Wednesday, September 25. Clayton served the County for 22 years before he retired from the Sheriff's Office.
- Rodney Newton, who passed away Monday, September 30. Rodney served the County for 13 years before he retired from the Gwinnett County Sheriff's Office.
- Johnny Brewster, who passed away on Thursday, September 5. Johnny served the County for 18 years before he retired from the Department of Corrections in 2018. Prior to serving the County, Johnny had a 28-year career with the Army and Army Reserve, which included two tours in Iraq. While proudly serving his country in Iraq Johnny received two stars with dual deployment, the Iraq Campaign Medal, and a Combat Action Badge.
August 2024
- Hazel M. McMillian, who passed away on Sunday, August 18. Hazel served the County for 20 years before she retired from the Clerk of Courts’ Office in 1995.
- Phyllis E. Meyer, who passed away on Friday, August 23. Phyllis served the County for 22 years before she retired from the Department of Community Services in 2005.
July 2024
- Kenny Spiva, who passed away on Sunday, July 21. Kenny served the County for 21 years before he retired from the Department of Community Services in 2018.
- William Amelse, who passed away on Wednesday, July 3. William served the County for six years before he retired from the Gwinnett County Sheriff's Office in 1998.
June 2024
- Lory Jackson Jr., who passed away on Saturday, June 1. Lory served the County for 15 years before he retired from the Sheriff's Office in 2017.
May 2024
- Merlin Caldwell, who passed away on Monday, May 27. Merlin served the County for 19 years before he retired from the Department of Support Services in 2006.
- Jane Howland, who passed away on Monday, May 20. Jane served the County for 15 years before she retired from the Sheriff's Office in 2002.
April 2024
- Paul O'Shield, who passed away on Saturday, April 13. Paul served the County for 26 years before he retired from the Department of Water Resources in 2000.
- Ruth Lowrey, who passed away on Monday, April 8. Ruth served the County for 24 years before she retired from the Department of Financial Services in 1998.
- Ralph Christian, who passed away on Saturday, April 6. Ralph served the County for nine years before he retired from the Department of Water Resources in 2001.
March 2024
- Jesse Vance, who passed away on Sunday, March 17. Jesse served the County for 18 years before he retired from the Department of Water Resources in 2020.
- Tommy Session Sr., who passed away on March 1. Tommy served the County for 16 years before retiring from the Department of Support Services in 2012.
- Wayne White, who passed away on March 1. Wayne served the County for four years before retiring from the Department of Planning and Development in 2009.
February 2024
- Judy Graham, who passed away on February 4. Judy served the County for 24 years before retiring from Gwinnett Police Department in 1998.
- Laura Pendergrass, who passed away on February 11. Laura served the County for 27 years before retiring from the Recorders Court in 1994.
January 2024
- Gary Paul Tkac, who passed away on January 16. Gary served the County from 2005 to 2009 in the Department of Financial Services. He returned to the County in 2021 as a part-time bailiff for the Gwinnett Courts.
- David K. Sullivan, who passed away on Monday, January 29. David served the County for 31 years before retiring from the Sheriff's Office in 2016.
- Charles Hoffmeyer Jr, who passed away on Thursday, January 18. Charles served the County for 11 years before retiring from the Department of Planning and Development in 2014.
December 2023
- Winford Gene McDaniel, who passed away on Saturday, December 23. Winford served the County for 29 years before retiring from the Department of Water Resources in 2007.
- Sharon Whiting, who passed away on Thursday, December 28. Sharon served the County for 23 years before she retired from the Department of Transportation in 2016.
- Michael Gerald Hinton, who passed away on Wednesday, December 13. Michael served the County for 29 years before he retired from the Gwinnett Police Department in 2009.
November 2023
- Wiley “Rudolph” Rooks, who passed away on Wednesday, November 22. Wiley served the County for nine years before he retired from the Gwinnett County Sheriff’s Office.
- Charles Edgar Wilbanks Sr., who passed away Saturday, November 4. Charles served the County for 13 years before retiring from the Department of Community Services.
October 2023
- Allen T. Fleming, who passed away Wednesday, October 4. Allen served the County for 19 years before retiring from the Gwinnett County Sheriff’s Office in 2021.
- Dolores Ruth “Dee” Burke, who passed away Friday, October 20. Dee served the County for 15 years before retiring from the Police Department and the Department of Corrections in 1996.
- Carroll Booth Payne, who passed away Thursday, October 26. Carroll served the County for 35 years before retiring from the Department of Fire and Emergency Services in 2009 as a battalion chief.
September 2023
- James “Jim” Boone, who passed away Tuesday, September 19. Jim served the County for 24 years before retiring from the Department of Planning and Development in 1995.
July 2023
- Roger Matthews, who passed away Monday, July 3. Roger served the County for 35 years before retiring from the Department of Water Resources in 2020.
- Phillip Reed Allison, who passed away Friday, July 14. Phil served the County for 24 years before retiring from the Department of Fire and Emergency Services in 2009.
- Amani Burrell, who passed away Wednesday, July 19. Amani served the County for 20 years before retiring from the Police Department in 2009.
- Jay Edward Howard, who passed away Friday, July 21. Jay served the County for 20 years before retiring from the Department of Transportation in 2022.
June 2023
- Ralph Randall “Randy” Ellington,who passed away Sunday, June 4. Randy served the County for 21 years before retiring from the Department of Water Resources in 2017.
- Christopher Scott Ethridge, who passed away Sunday, June 11. Christopher served the County in the Department of Planning and Development since October 2022.
- Kenneth Allen, who passed away Wednesday, June 14. Kenneth served the County for 8 years before he retired from the Department of Planning and Development in 2009.
- Honorable Judge Wendell Leland Peevy, who passed away Friday, June 23. Wendell served the County for 15 years before retiring in 1997.
May 2023
- Ryman Beard, who passed away Friday, May 5. Ryman served the County for 10 years before retiring from the Department of Planning and Development in 2001.
- Henry Harmon, who passed away Thursday, May 18. Wilson served the County for 16 years before retiring from the Department of Corrections in 2000.
- Martha Wages, who passed away Saturday, May 20. Martha served the County for almost 30 years before retiring from the Department of Support Services in 2001.
- Betty King Cole, who passed away Saturday, May 27. Betty served the County as a full-time employee for 15 years before she retired from the Tax Commissioner’s Office in 1991; however, through service as a County employee and contractor, she served with the County for more than 60 years.
April 2023
- Wilson Dugger Jr, who passed away Tuesday, April 18. Wilson served the County for 17 years before retiring from the Department of Water Resources in 2012.
March 2023
- Lois Ruth (Takash) Elli, who passed away Saturday, March 11. Lois served the County for 21 years before she retired from the Tax Commissioner’s Office in 1997.
- Samuel “Sam” Rape Jr, who passed away Friday, March 17. Sam served the County for 34 years before retiring from the Department of Information Technology Services in 2018.
February 2023
- Barbara Worthy, who passed away Saturday, February 4. Barbara served the County for 22 years before she retired from the Department of Water Resources in 1999.
- Troy Berry, who passed away Tuesday, February 14. Troy served the County for more than 14 years before he retired from the Sheriff’s Office in 2014.
- Premchand Shah, who passed away Wednesday, February 15. Prembhai served the County for more than 10 years before he retired from the Department of Planning and Development in 2013.
- Louise Phillips, who passed away Wednesday, February 1. Louise served the County for 36 years before she retired from the Superior Court in 1998.
January 2023
- Dale H. Lovejoy, who passed away Tuesday, January 3. Dale served the County for 12 years before he retired from the Department of Financial Services in 2009.
- Maurice Turner, who passed away Sunday, January 8. Maurice served the County for more than 19 years before he retired from the Sheriff’s Office in 2010.
- Lamar Martin, who passed away Monday, January 9. Lamar served the County for 27 years before he retired from the Gwinnett County Police Department in 2009.
- Linda LaPann, who passed away on Wednesday, January 4. Linda served the County for 15 years before she retired from the Sheriff’s Office in 2006.
- Michael O’Connell, who passed away Tuesday, January 17. Michael served the County for 25 years before he retired from the Police Department in 2004.
- Jeanne Brooks, who passed away Thursday, January 26. Jeanne served the County for 16 years before she retired from the Department of Financial Services in 2006.
