  Approval/authorization for the Chairman to execute a Purchase and Sale Agreement with Ernest Walker Cain, Jr., individually, and Dennis T. Still, as Executor of the Last Will and Testament of James H. Wilbanks, a/k/a James Harmon Wilbanks, deceased, on the Sugarloaf Parkway Extension Phase II project, including authority to execute any and all related documents necessary to consummate the transaction. This agreement involves the purchase of 15.527 acres, more or less, of fee simple right of way at a total cost of $931,620.00. Subject to approval as to form by the Law Department.
