Dorothy Parks was promoted to Information Technology Services (ITS) Director and Chief Information Officer in July 2020. Dorothy, who had served as assistant director and CIO of Information Technology, joined the County’s ITS Department three years earlier as Deputy Director over Enterprise Applications. Before joining Gwinnett County, Dorothy served as Division President and CTO of Atlantic Partners Corporation. Dorothy also held the position of CEO and Managing Partner with DAP Services, LLC, and was Vice President of Strategic Initiatives and Global Applications at Wyndham Worldwide. At Cendant Corporation, Dorothy served as Vice President of Enterprise Applications. She also held the position of Director of Corporate Application with Hospitality Franchise Systems and was Corporate Director of Financial and Franchise Systems at Days Inn of America. She served as Controller with Parson Brinckerhoff/Tudor Engineering.
Dorothy holds degrees in Management, Economics, and Finance from Clark Atlanta University and has certifications in ITIL, Six Sigma, and Project Management. She is a member of the CIO Forum, National Association of Female Executives, Technology Association of Georgia, Women in Technology, Information Technology Senior Management Forum, Technology Executive Club, and Cambridge Who’s Who. She also serves on the TAG Human Resources and Diversity Board and is a board member of Shades of Blue Georgia organization.





Laurie Rodriguez is a technology strategist with over 30 years of experience in technology and product management in both the public and private sectors. During her career, she has helped organizations to develop and deliver technology solutions in both the United States and Europe. She joined Gwinnett County Government in 2016 as a Business Relationship Manager. In 2024, she was promoted to Division Director of the Business Strategic Services Division. She is responsible for a team of Business Relationship Managers and Strategic Business Analysts who collaborate with all County departments to develop and manage three-year rolling technology roadmaps and automation pipelines of innovation. The team also serves as the liaisons between the departments and ITS.
She holds several degrees including a bachelor of science from Georgia State University and a Master’s of Technology Management from Southern Polytechnic State University. She also has several industry certifications including ITIL Strategic Leadership, Certified Scrum Product Owner, Pragmatic Marketing, and Lean Six Sigma green belt certification from Dartmouth School of Engineering.

Constance joined the Department of Information Technology Services in March 2022 after serving with the Department of Transportation since 2014. As the Division Director of ITS Financial Management, Constance is responsible for managing all financial activity within the ITS department. Prior to Gwinnett, she worked in various accounting and tax roles within the corporate, small business, non-profit, and education sectors. Constance also served as an adjunct faculty member.
Constance graduated from the University of South Carolina with a bachelor’s degree in Business Administration in Accounting and from Georgia State University with a master’s degree in Taxation. She is also a licensed certified public accountant in the state of Georgia.

Tor joined Gwinnett County in 2006 and has held multiple positions within the Department of Information Technology Services, such as a Network and Systems Design Engineer, IT Architect, and roles in mid-level IT management.
In 2021, he was promoted to Division Director to oversee the county-wide technology infrastructure landscape. Some of his responsibilities include managing the 800 MHz Radio Systems and Towers, cloud computing services, network firewall systems, local and wide area network, wireless network infrastructure, voice over internet protocol (VoIP), compute and storage infrastructure, backup data protections, Countywide video surveillance infrastructure, 3x data centers, and over 150 remote telecommunication closets, including network cabling plants.
Tor's technical background includes more than 25 years of experience in the Information Technology Infrastructure. He has also served in leadership roles for over 15 years in both private and public sectors. Tor has a Bachelor of Science in Information Technology from the University of Phoenix.
