Dorothy Parks is the Chief Information Officer (CIO) and Director of Information Technology Services. Before joining Gwinnett County, Dorothy served as Division President and CIO of Atlantic Partners Corporation. Dorothy also held the position of CEO and Managing Partner with DAP Services, LLC and was Vice President and Director of Strategic Initiatives and Global Applications at Wyndham Worldwide. At Cendant Corporation, she served as Vice President of Enterprise Applications. She also held the position of Director and CIO of Corporate Applications with Hospitality Franchise Systems and was Corporate Director of Financial and Franchise Systems at Days Inn of America. She served as CIO and Chief Financial Officer with Parson Brinckerhoff/Tudor Engineering.
Dorothy holds multiple degrees in Management, Economics, and Finance from Clark Atlanta University and has certifications in ITIL, Six Sigma, Certified Information Systems Security Professional (CISSP) and Project Management. She is a member of the CIO Forum, National Association of Female Executives, Technology Association of Georgia, InfoTech, Women in Technology, Information Technology Senior Management Forum, Inspire Leadership Network, Technology Executive Club, Society for Information Management (SIM), Atlanta Tech Professionals (ATP), Georgia CIO Networks and Cambridge Who’s Who. She also served on the TAG (Technology Association of Georgia ) Human Resources and Diversity Board and is current treasurer of the SIM (Society for Information Management) organization. She is a renowned speaker for various technology groups and is co-author of the book "Wired for Success".



Rebar was appointed Deputy Director of Enterprise Applications in January 2022, where he leads the Business Solutions and Enterprise Resource Planning teams. As a transformational leader and strategic business enabler, he has a proven record of advancing organizations from reactive IT operations to forward-looking models driven by innovation, digital transformation, and the effective use of technology. He has over 20 years of IT experience, with expertise spanning performance optimization, automation, security, and process improvement, and has successfully directed global IT teams across North and South America, Europe, and Asia. With experience in both the public and private sectors, Rebar brings a comprehensive perspective to technology leadership and organizational change.
He holds a Bachelor of Science in Information Systems and a Master of Science in Information Technology from Southern Polytechnic State University. He is also certified as a Problem and Change Manager and a Certified Scrum Master (CSM).

Since joining the Department of Information Technology Services in 2015, Janice has been committed to establishing a robust IT Project Management Office to oversee county technology initiatives. As the Deputy Director of Project Management, Janice directs all project management functions within the department. With over 30 years of experience in project management, business consulting, and the technology industry, Janice is dedicated to ensuring successful project execution, optimizing resources, and maintaining strategic alignment across the organization.
Before joining Gwinnett, Janice held significant project management and technology consulting roles within key technology organizations. Janice is a certified Project Management Professional (PMP) and holds certifications in ITIL and Six Sigma. Additionally, Janice earned a master’s degree in Computer Science from Clark Atlanta University.

Laurie Rodriguez is a technology strategist with over 30 years of experience in technology and product management in both the public and private sectors. During her career, she has helped organizations to develop and deliver technology solutions in both the United States and Europe. She joined Gwinnett County Government in 2016 as a Business Relationship Manager. In 2024, she was promoted to Division Director of the Business Strategic Services Division. She is responsible for a team of Business Relationship Managers and Strategic Business Analysts who collaborate with all County departments to develop and manage three-year rolling technology roadmaps and automation pipelines of innovation. The team also serves as the liaisons between the departments and ITS.
She holds several degrees including a bachelor of science from Georgia State University and a Master’s of Technology Management from Southern Polytechnic State University. She also has several industry certifications including ITIL Strategic Leadership, Certified Scrum Product Owner, Pragmatic Marketing, and Lean Six Sigma green belt certification from Dartmouth School of Engineering.

Constance joined the Department of Information Technology Services in March 2022 after serving with the Department of Transportation since 2014. As the Division Director of ITS Financial Management, Constance is responsible for managing all financial activity within the ITS department. Prior to Gwinnett, she worked in various accounting and tax roles within the corporate, small business, non-profit, and education sectors. Constance also served as an adjunct for several colleges.
Constance holds a Bachelor of Business Administration in Accounting degree from the University of South Carolina and a Master of Taxation degree from Georgia State University. She is also a licensed Certified Public Accountant in the State of Georgia.

Tor Yang joined the Gwinnett County Department of Information Technology Services in September 2006. Tor serves as the Division Director of ITS Infrastructure Operations. He is responsible for overseeing the County’s technology infrastructure across three core areas: Enterprise Platforms, Network Services, and Technical Services. The division manages a wide range of critical systems, including network communications (wired and wireless), multi-cloud services, firewall security, telecommunications, audio/visual technologies, the Network Operations Center (NOC), Technical Assistance Center (TAC), systems and storage, video surveillance infrastructure, land mobile radio systems, and server management. These systems deliver essential radio frequency, voice, and data services through various technologies such as cloud computing, Wide Area Networks (WAN), Local Area Networks (LAN), firewalls, Storage Area Networks (SAN), collaboration platforms, physical infrastructure, and public safety communication systems. Under his leadership, the ITS Infrastructure Operations Division ensures secure, reliable, and seamless connectivity and communication for users, enterprise applications, public safety radio systems, and external networks, including the Internet.
Tor brings more than 34 years of experience in information technology, including 19 years of dedicated service with Gwinnett County Government. He holds a Bachelor of Science degree in Information Technology from the University of Phoenix.
