About Dorothy Parks
Dorothy Parks was promoted to Information Technology Services (ITS) Director and Chief Information Officer in July 2020. Dorothy, who had served as assistant director and CIO of Information Technology, joined the County’s ITS Department three years earlier as Deputy Director over Enterprise Applications. Before joining Gwinnett County, Dorothy served as Division President and CTO of Atlantic Partners Corporation. Dorothy also held the position of CEO and Managing Partner with DAP Services, LLC, and was Vice President of Strategic Initiatives and Global Applications at Wyndham Worldwide. At Cendant Corporation, Dorothy served as Vice President of Enterprise Applications. She also held the position of Director of Corporate Application with Hospitality Franchise Systems and was Corporate Director of Financial and Franchise Systems at Days Inn of America. She served as Controller with Parson Brinckerhoff/Tudor Engineering.
Dorothy holds degrees in Management, Economics, and Finance from Clark Atlanta University and has certifications in ITIL, Six Sigma, and Project Management. She is a member of the CIO Forum, National Association of Female Executives, Technology Association of Georgia, Women in Technology, Information Technology Senior Management Forum, Technology Executive Club, and Cambridge Who’s Who. She also serves on the TAG Human Resources and Diversity Board and is a board member of Shades of Blue Georgia organization.

About John Kable
John was promoted to the Assistant Director of Information Technology Services in March 2025. John collaborates with senior leadership to implement IT initiatives that support the County's mission. Also, he advises on the latest IT technologies and trends and is a key member of the CIO’s management team, upholding the department's mission, vision, core values, and leadership principles.
John joined Gwinnett County in 2022 as Deputy Director of Emerging Technology and Digital Transformation. In that role, John was responsible for strategy, direction, innovation, and overall execution of new digital and technology programs. Additionally, he had overall responsibility for the development and support of Geospatial Solutions, the Gwinnett County Website, and Public Safety Solutions.
John brings to the County over 25 years of technology leadership experience serving several of the largest county governments in Ohio and Florida, as well as driving technology innovations within the utility industry. He has earned a master’s degree in business administration and holds professional certifications in ITIL, Project Management, Geographic Information Systems (GISP), CISSP and has completed the Certified Government CIO program.

About Matthew Puckett
Matthew started with Gwinnett in 2018 as the County’s first Chief Information Security Officer with the primary mission of establishing a security program to reduce the risk associated with cyberattacks to county systems and data. Prior to joining Gwinnett, Matthew’s career included a wide range of security responsibilities, including breaking into systems, responding to cyber incidents, and security governance. He has a bachelor’s in Information Security from Georgia State University, Certified Information Security Manager (CISM), and Offensive Security Certified Professional (OSCP) certifications.

About Rebar Amedi
Rebar was appointed Deputy Director of the Enterprise Applications Division in January 2022. In his current role, he oversees the Business Solutions and Enterprise Resource Planning teams. He is a transformational leader and business enabler who has a successful record of moving organizations away from break/fix IT to one that provides solutions, innovation, and utilization of technology. He possesses a background in performance optimization, automation efforts, security, and process improvements. He has also managed IT teams from all parts of the world including South and North America, Europe, and Asia. Prior to joining the County, Rebar served as Director of Information Technology for the DeKalb County Board of Health.
Rebar has a Bachelor of Science in Information Systems and a master’s degree of science in Information Technology for Southern Polytechnic State University.

About Janice Bolds
Janice joined the Department of Information Technology Services in 2015. As Deputy Director of the Project Management Division, Janice works to ensure consistent project delivery success. Janice has a master’s degree in Computer Science from Clark Atlanta University. Prior to her work with Gwinnett County, Janice served in business consulting and management for over 25 years with various private sector companies.

About Laurie Rodriguez
Laurie Rodriguez is a technology strategist with over 30 years of experience in technology and product management in both the public and private sectors. During her career, she has helped organizations to develop and deliver technology solutions in both the United States and Europe. She joined Gwinnett County Government in 2016 as a Business Relationship Manager. In 2024, she was promoted to Division Director of the Business Strategic Services Division. She is responsible for a team of Business Relationship Managers and Strategic Business Analysts who collaborate with all County departments to develop and manage three-year rolling technology roadmaps and automation pipelines of innovation. The team also serves as the liaisons between the departments and ITS.
She holds several degrees including a bachelor of science from Georgia State University and a Master’s of Technology Management from Southern Polytechnic State University. She also has several industry certifications including ITIL Strategic Leadership, Certified Scrum Product Owner, Pragmatic Marketing, and Lean Six Sigma green belt certification from Dartmouth School of Engineering.

About Constance Clinkscales
Constance joined the Department of Information Technology Services in March 2022 after serving with the Department of Transportation since 2014. As the Division Director of ITS Financial Management, Constance is responsible for managing all financial activity within the ITS department. Prior to Gwinnett, she worked in various accounting and tax roles within the corporate, small business, non-profit, and education sectors. Constance also served as an adjunct faculty member.
Constance graduated from the University of South Carolina with a bachelor’s degree in Business Administration in Accounting and from Georgia State University with a master’s degree in Taxation. She is also a licensed certified public accountant in the state of Georgia.

About Tor Yang
Tor joined Gwinnett County in 2006 and has held multiple positions within the Department of Information Technology Services, such as a Network and Systems Design Engineer, IT Architect, and roles in mid-level IT management.
In 2021, he was promoted to Division Director to oversee the county-wide technology infrastructure landscape. Some of his responsibilities include managing the 800 MHz Radio Systems and Towers, cloud computing services, network firewall systems, local and wide area network, wireless network infrastructure, voice over internet protocol (VoIP), compute and storage infrastructure, backup data protections, Countywide video surveillance infrastructure, 3x data centers, and over 150 remote telecommunication closets, including network cabling plants.
Tor's technical background includes more than 25 years of experience in the Information Technology Infrastructure. He has also served in leadership roles for over 15 years in both private and public sectors. Tor has a Bachelor of Science in Information Technology from the University of Phoenix.
