Region Three Department of Behavioral Health and Developmental Disabilities (DBHDD) Advisory Council

The Region Three Department of Behavioral Health and Developmental Disabilities (DBHDD) Advisory Council represents six (6) counties – Gwinnett, Newton, Rockdale, DeKalb, Fulton, and Clayton. Membership is to be to be appointed by the Board of Commissioners and based on one member per 50,000 population in County, or increment thereof (based on the last U.S. Census count). The following counties reflect the composition based on the 2020 Census: Gwinnett (19 members), Newton (2 members), Rockdale (2 members), DeKalb (15 members), Fulton (21 members), and Clayton (6 members).

  • Any Council member serving an initial term of less than three years is authorized to serve two additional consecutive full three year terms
  • Board of Commissioners shall appoint members with recommendations from the Region Three DBHDD Advisory Council
Term
Members serve three-year terms and may serve no more than two consecutive terms.
Meetings

Generally, meetings are held every other month (beginning in January) on the third Thursday at 2:30pm at the Georgia Regional Hospital, Bldg. 10, 3073 Panthersville Road, Decatur, Georgia, 30034. For detailed information on meetings, visit the Region Three DBHDD Field Office.

Qualifications

Members should be made up from the community from among consumers of disability services, family members of such consumers, advocates for disability services, local leaders/business people with an interest in mental health, addictive diseases, and developmental disabilities. If the School Superintendent, a Board of Health member, Board of Education member or any elected/appointed official qualifies as one of the above, that person may be appointed unless they serve on the Community Service Board or are prohibited from serving under Chapter 10 of Title 45 of the Code of Georgia.

A person is not eligible to be appointed or serve on the DBHDD Region 3 Advisory Council if they:

  1. Reside in a county other than the one being represented; or
  2. Is a member of a community service board which serves that region; or
  3. Is an employee or board member of a private or public entity which contracts with the Department of Behavioral Health and Development Disabilities, the Department of Human Services, or the Department of Public Health to provide health, mental health, and/or addictive diseases within the region; or
  4. Is an employee or board member of the Department of Behavioral Health and Developmental Disabilities, the Department of Human Services, or the Department of Public Health; or
  5. Has a spouse, parent, child, or sibling who is a member of the DBHDD Region 3 Advisory Council or a member, employee, or board member specified in 2-3 of this subsection.
