Proclamation and Letter Request Guidelines

Proclamations and letters are provided by the Board of Commissioners as a service to Gwinnett County residents and organizations to recognize and celebrate events or increase awareness of noteworthy issues and events.  

These public service documents are strictly honorary and are not legally binding. Requests are reviewed on a case-by-case basis and the Board of Commissioners reserves the right to decline any request as well as the right to make exceptions to the guidelines and procedures.

Request Process

Requests must be submitted to the Board of Commissioners at least four weeks in advance, but individuals/organizations are encouraged to submit their requests as early as possible. 

Proclamation requests must include: 

  • Draft of the proclamation 
  • Supporting documents or information for additional background or reference 
  • A brief history of the organization or a description of the purpose, goals, motto, or theme

Letter requests must include:  

  • A summary of the achievement, service, or specific contribution to the community 
  • A brief history of the organization or a description of the purpose, goals, motto, or theme 

Ceremonial Documents

Letters may be issued for the following (not an exhaustive list): 

  • Heroism 
  • Eagle Scout or Girl Scout achievement 
  • Retirements 
  • Individuals or groups who have made significant contributions to the community 

Proclamations may be issued for the following (not an exhaustive list): 

  • Organizations contributing to the economic development of the county 
  • Issues with widespread community interest with a primary emphasis on requests in support of Gwinnett County’s vision, mission, and values 
  • Significant community-based events 
  • Significant anniversaries of Gwinnett-based institutions, corporations, community partners, and nonprofit organizations that are active in the community 
  • School or sports groups achievements 
  • Recognition of a significant day, week, or month 
  • Centenary Birthday 

Please note: The above list is not exhaustive, and each request will be considered on a case-by-case basis and approved at the discretion of the chairperson or a district commissioner.

Things to keep in mind

  • Proclamations must focus on local subject matter
  • All requests will be evaluated through an internal review and approval process 
  • Submission of a request does not guarantee the issuance of a proclamation or letter 
  • Draft language submitted may be edited or revised by the Gwinnett Communications Department
