Water Resources Assistance Program
Gwinnett County partners with several organizations to provide assistance to customers who are having a difficult time paying their bill or repairing leaks

If you need extra time to pay your bill, please speak to a Customer Care Representative prior to disconnection of service.
Payment Assistance Program
Gwinnett County has partnered the Partnership for Community Action to provide water bill payment assistance through the Low-Income Home Water Assistance Program (LIHWAP). You may be eligible for assistance for part or all of your water bill.
Some other nonprofit organizations may provide financial assistance to those who need help paying their utility bill. Download the printable list of utility payment assistance organizations (PDF).
Plumbing Assistance
Need assistance fixing a leak, getting more water-efficient appliances, or fixing your septic tank? Habitat for Humanity and Gwinnett Water have developed a water resources assistance program that can help. Apply online here.
Rental Assistance Program
Toilet Rebate Program
Gwinnett water customers are eligible for a $75 rebate per toilet by replacing old toilets with qualifying 1.1 gallons per flush (gpf) or less WaterSense certified toilets.
Single family residential
- Home must be built before 1993
- Maximum of two toilets will be rebated per household

Multi-family property owner
- Toilet rebates are also available for apartment, condominium, and townhome complexes

To apply, property managers can call 678.376.6722 or email dwrconserve@gwinnettcounty.com.
The rebate is a lump sum amount that is credited to your water bill. Program funds are limited, with rebates granted on a first-come, first-served basis. If funds are no longer available and you do not receive a rebate this year, you are encouraged to reapply next year.
Toilet Recycling
Effective December 31st, 2021 Gwinnett County will no longer be able to offer toilet recycling. Unfortunately at this time, our porcelain hauler is no longer able to accept this material and we are forced to discontinue this service. We hope to offer this service again in the future. At this time the following facility is accepting toilets for recycling:
