Rebecca Shelton was appointed Director of the Department of Water Resources in 2023. Rebecca began her career as a utilities planner for the department, which was then known as the Gwinnett County Department of Public Utilities. She left Gwinnett in 1999 and served in various roles in the industry, including positions at several engineering firms and the cities of Atlanta and Alpharetta. She returned to the Department of Water Resources in 2011 and has risen through the ranks, eventually leading every area of the department before being appointed director.

Rebecca holds a Bachelor of Science in Environmental Engineering from the University of Central Florida and a Master of Science in Civil Engineering from the Georgia Institute of Technology. She has more than 25 years of experience as a civil engineer and is a registered Professional Engineer in Georgia. She was named 2022 Civil Engineer of the Year in Georgia by the American Society of Civil Engineers and has been recognized as one of the 100 Most Influential Women in Georgia Engineering by Engineering Georgia magazine. Rebecca is passionate about water resources and comes from three generations of plumbers.

Lisa was appointed Assistant Director of Water Resources in 2023. She is a registered Professional Engineer with over 35 years of experience, including work in environmental consulting, planning, design, and construction of conveyance systems, water reclamation facilities, and industrial pre-treatment facilities.

Lisa joined Gwinnett Water Resources in 2016 as the Division Director over Asset Management and Infrastructure Support. Most recently, she held the role of Director of Strategic Programming before becoming the Assistant Director. During her tenure at Water Resources, Lisa has managed the development of the 2050 Sewer Master Plan and Industrial Local Limits Evaluation, managed the $200M Water & Sewer Bond Program and coordination with the law department, oversaw Developer and Intergovernmental Agreements, along with many other projects.

Lisa holds a B.S. in Civil Engineering and an M.S. in Environmental Engineering from Duke University.  She is a proud resident of Gwinnett County and loves working for the County. One of her goals is to deliver superior service and support to customers, residents, and County staff.

Charlie was appointed Assistant Director of Water Resources in 2024. He is a proud graduate of Troy University and holds a Bachelor of Science in Business Management from the Sorrell College of Business.

Charlie has more than 15 years of experience in the engineering and public works industries. Before joining the County in 2014, he spent 10 years building road, bridge, and pipeline projects throughout the metro Atlanta area.

Prior to his promotion to Assistant Director, Charlie oversaw the operations, maintenance, and engineering divisions at the County’s water production, water reclamation, and pump station facilities.

Charlie is dedicated to protecting public health and ensuring Gwinnett’s water meets some of the nation’s highest quality standards.

Steve oversees the department’s Field Operations Divisions.

Steve holds a Bachelor of Science degree in Geological Engineering from the University of Missouri - Rolla. Prior to working at the County, he spent 12 years in the private sector, specializing in site development and storm water engineering.

Steve joined the Department of Water Resources in 2011 in the Operations Technical Services division and was promoted to his current role in 2017. As the Director of Field Operations, Steve oversees the assessment, maintenance, and rehabilitation of the County’s water, sewer, and stormwater pipe networks. Together, these pipes measure over 8,000 miles in length.

Steve takes pride in the work he and his team do on a daily basis to protect the health and safety of Gwinnett citizens.
Sean Meyer

Sean was appointed Deputy Director of Facility Operations in 2024, where he leads a team of more than 200 people and directs the operation of Gwinnett’s treatment facilities, tanks, booster stations, and pump stations. Prior to this role, he served as the Division Director of Plant Engineering.

Sean joined Gwinnett Water Resources in 2019 and has more than 20 years of experience in the water industry. He has a strong background in project management and extensive knowledge of technology integration and asset management.

Sean earned a Bachelor of Applied Science in Organizational Leadership from Mercer University and holds dual certifications in Water and Wastewater Operations.

Kris Campbell, PE

Kris oversees the department’s Engineering and Construction Divisions.

Kris is a Professional Engineer and holds licenses in thirteen states.

Kris has over 34 years of engineering and construction experience, designing and delivering industrial and municipal projects throughout the United States. Before joining Gwinnett County, he spent 27 years in the private sector as a consulting Civil/Structural Engineer.

Kris has been with the Department of Water Resources since 2013. Since then, he has worked his way up in the organization from an Engineer V to his current role. His divisions are responsible for successful delivery of pipe system and facility projects.

Michael holds both a Bachelor’s and Master’s Degree of Business Administration from Kennesaw State University, and is certified as a Financial Officer and Project Management Professional (PMP).

Michael has more than 16 years of financial management, budgeting, lean process improvement, capital program management, forecasting, and auditing experience. Prior to working for the County, he worked in the logistics field conducting internal financial audits.

Michael joined Gwinnett County in 2010 in the Department of Financial Services as a Strategic Business Development Analyst. Before joining the Department of Water Resources in 2015, Michael worked for the Department of Support Services managing the Solid Waste Division. Michael was appointed to his current role in 2022 and is responsible for the Customer Care, Safety, Training, Human Resources and Finance teams.

Kevin oversees the department’s Technical Services divisions, which are responsible for planning, permit compliance, and operations support. 

Kevin is a proud native Gwinnettian, born and raised in Lilburn. He earned his Bachelor of Science degree in wildlife biology and environmental science from the University of Georgia.

Appointed to his current role in 2023, Kevin brings more than 19 years of experience in engineering, construction, and environmental consulting. His expertise includes executing capital projects and developing strategic solutions for industrial and municipal clients throughout the United States.
