    Kathy was appointed director of the Gwinnett County Department of Planning and Development in July 2016. She began her career with Gwinnett County as a senior development review analyst, a position she held for 15 years before leaving to start her own consulting business in 1997. After five years in the private sector, Kathy returned to Gwinnett County in February 2002 as development review manager. She was promoted to development division director in January 2005 and then became the department’s deputy director in March 2014.  Born in Geauga County, Ohio, Kathy moved to Georgia with her family in 1968. She presently lives in Pendergrass and is married with two children and five grandchildren.

The function of the Department of Planning and Development is to promote and enhance the well-being of residents, visitors, property owners, and businesses of Gwinnett County. The department accomplishes its mission through programs and services that encourage high quality development as well as maintenance and revitalization of existing neighborhoods. The Department of Planning and Development consists of the Planning Division, Development Division, Economic Analysis Division, and the Strategic Infrastructure Planning Division.

Help shape Gwinnett's future through 2040

The Gwinnett County Department of Planning and Development is soliciting public input to assist in the development of the 2040 Unified Plan through several community open houses, starting April 30 at the Dacula Park Activity Building. The community open house events will feature interactive exercises to encourage people to imagine Gwinnett County in 2040 and share their vision of what it could be.

The Unified Plan, called a comprehensive plan in other jurisdictions, combines many different plans into a coordinated, working blueprint to help shape future policies by many County agencies. To better create a plan that reflects the community’s desires, Gwinnett County will collect public feedback to produce a broad, long-term vision to guide growth and development over the next 22 years as well as a short-term list of projects and programs.

Throughout this process, the Planning and Development Department and its consultants, Pond & Company, will also seek input from elected officials, regulatory agencies, business and community leaders and others. Upon completion, the plan will be presented to the Board of Commissioners in October, and then be forwarded to the Department of Community Affairs and the Atlanta Regional Commission. Once the DCA and ARC review the plan and it is subsequently adopted by the Board of Commissioners, the County becomes eligible for state and federal funds.

Additional public input is being sought through a survey available online and at select community events and public locations. Residents can make their voices heard through one of several community open houses through May 17, and through online surveys or living room chats through May 31.
