American Rescue Plan Act
Gwinnett County has been awarded $181,855,587 in Coronavirus State and Local Fiscal Recovery Funds by the U.S. Department of the Treasury as authorized through the American Rescue Plan Act (ARPA). These funds provide a substantial infusion of resources to help turn the tide on the pandemic, address its economic fallout, and lay the foundation for a strong and equitable recovery.
Funding objectives of this program include:
- Support urgent COVID-19 response efforts to continue to decrease the spread of the virus and bring the pandemic under control;
- Replace lost public sector revenue to strengthen support for vital public services and help retain jobs;
- Support immediate economic stabilization for households and businesses; and
- Address systemic public health and economic challenges that have contributed to the unequal impact of the pandemic.
Gwinnett County will utilize these dollars to enhance our County values ensuring that we advance our efforts to support equity and inclusivity in our community through innovative and impactful programming.

Grant Opportunities for Nonprofits
Gwinnett County is partnering with United Way for Greater Atlanta for ARPA Grantmaking Services for Nonprofits.
2022 Cycle – Grants for Direct Services
In partnership with United Way of Greater Atlanta, the County awarded APRA funds to nonprofit agencies providing critical services in Gwinnett to support their response to local needs worsened by the COVID-19 pandemic. Critical needs included childcare, food insecurity, housing, literacy, mental health, and transportation. During the application cycle from August 1 through September 9, 2022, Gwinnett County awarded more than $4.25 million in Coronavirus Local Fiscal Recovery Funds to 50 nonprofit agencies.
Grants for Direct Services Awards
2024 Cycle – Nonprofit Capacity Building Grant
The Gwinnett County Board of Commissioners allocated $5 million in American Rescue Plan Act funding for Nonprofit Capacity Building. The purpose of the Nonprofit Capacity Grant Building program is to strengthen nonprofits serving our community by enhancing their core operations and improving infrastructure. The support will assist Gwinnett nonprofits in more effectively carrying out their mission – now and into the future.
In alignment with the County’s Human Services Strategic Plan, funding will be given to organizations providing services within food security, housing, health and wellbeing, youth, literacy, and learning, and cross-cutting barriers to access (transportation or culturally and linguistically responsive services).
The application cycle offers two tracks – capital support and operational support. The operational support program focuses on providing technical assistance and learning modules to grow the organization’s capacity. The capital support program provides nonprofits with project funding to improve their overall capacity by fulfilling a capital need. Applications open on August 1 and close on August 30.

Grant Opportunities for Residents
Water Resources Assistance Program
Gwinnett Water Resources has partnered with Gwinnett/Walton Habitat for Humanity to provide plumbing and septic repair assistance to Gwinnett residents through the Water Resources Assistance Program. Qualified Gwinnett residents can apply for home plumbing repairs associated with damage caused by leaks, retrofitting of toilets, faucets, and showerheads, and repair or replacement of failing septic systems. To qualify, household income cannot exceed 60 percent of Area Median Income annually, based on family size. The applicant must also own and reside in the home where services are needed.
Georgia Mortgage Assistance Program
The State of Georgia received $354 million from the U.S. Treasury’s Homeowner Assistance Fund, established by the American Rescue Plan Act of 2021, to provide relief to homeowners who suffered a financial hardship due to the coronavirus pandemic.
The Georgia Department of Community Affairs will administer the Homeowners Assistance Fund program and offer the following types of assistance to eligible homeowners:
- Mortgage Reinstatement to catch up or reduce delinquent payments or payments currently in forbearance.
- Principal Curtailment to reduce the loan balance of the mortgage if the homeowner suffered a permanent loss of income.
- Assistance for some Housing Related Expenses may be available.
