Development Inspections Section

The Development Inspection Section of the Department of Planning and Development is responsible for the site inspection of approved development plans in unincorporated Gwinnett County. This encompasses all new streets, nonresidential driveways, stormwater management facilities, erosion and sediment control, grassing, curbing, paving, landscaping, buffers, tree save areas and applicable conditions of rezoning or Special Use Permit approval.

Specimen Tree Information

For preliminary site visits the Development Inspections Section has arborists on staff that will meet with the developer's professional (certified arborist, landscape architect or urban forester) on a proposed site to discuss and verify that a tree meets the specimen tree identification criteria that is listed in the Unified Development Ordinance. Steps for Preliminary Site Visit for Specimen Tree Inspection (PDF)

For Specimen Tree Concept Plans, the Development Plan Review section reviews the plans that are required after the preliminary site visit and before a commercial development or residential development is permitted. A Specimen Tree Concept Plan is required when there are specimen tree(s) present on the site. Specimen Tree Concept Plans show the existing specimen trees, critical root zones of the specimen trees, proposed building footprint, parking, driveways, existing and proposed utilities and conceptual detention. Certificate of Development Conformance (CDC)

A Certificate of Development Conformance (CDC) must be submitted and accepted prior to approval of a Final Plat or issuance of a Certificate of Occupancy (C.O.) or Certificate of Completion (C.C.) for any project included in a Development Permit except for single-family and two-family structures.  The CDC serves as certification by the owner that all site work and construction has been completed in accordance with the approved plans and permits, and that all improvements intended for maintenance, supervision and/or dedication to the public are in compliance with the applicable standards, regulations, codes, and ordinances.

Authorization to submit the CDC for each project is granted by Development Inspections staff.  An electronic (PDF only) copy of the CDC must be submitted online through the County plan review portal at https://eddspermits.gwinnettcounty.com/citizenaccess/.   (Click here to download the required CDC forms and instructions.)  The Department of Planning and Development is committed to completing review of the submitted CDC within five (5) business days following the date of receipt.  Customers receive email notification regarding the status of the electronic copy CDC review including instructions for submitting the original signed copy of the approved CDC.

Schedule a Development Inspection

Development inspections for a site development permit are scheduled by contacting the development inspector assigned to the project.  Advance notice of at least two (2) business days is necessary to ensure timely service.
