The Gwinnett County Department of Planning and Development allows private sector companies to provide limited county-authorized development and building services:

Third Party Inspectors/Engineers
In an effort to expedite the building construction process, Gwinnett County has approved private sector inspectors and engineers to do limited building inspections. These registered structural engineers are approved to perform footing/foundation inspections ONLY. These inspections must be performed following Gwinnett County approved guidelines and instructions. All inspections reports prepared by the CURRENTLY APPROVED inspector/engineer must be on forms as required by Gwinnett County. Geotechnical Testing Firms
To protect life, health, and property, Gwinnett County requires that a competent and experienced geotechnical testing firm investigate the soil conditions prior to construction of retaining walls and detention pond walls. The soil parameters used for establishing the structural construction requirements of the wall by the design engineer-of-record must be field verified by the geotechnical testing firm to aid in ensuring that the wall will perform adequately. Geotechnical testing firms must be authorized by the Gwinnett County Board of Construction Adjustments and Appeals (BCAA) prior to providing soil investigation services for retaining walls and detention pond walls. Board of Construction Adjustments and Appeals (BCAA)
Private sector firms that request consideration as a Gwinnett County approved Geotechnical Testing Firm or as a Gwinnett County approved Third Party Inspector/Engineer must submit qualifying documentation and provide representation at a scheduled meeting of the Gwinnett County Board of Construction Adjustments and Appeals (BCAA) for a formal decision on the request.
