Short-Term Rental Citizen Task Force

The Short-Term Rental Citizen Task Force was established November 14, 2023 by County Resolution to work with the Department of Planning and Development to assess concerns related to short-term rentals, evaluate opportunities to utilize short-term rentals to address transitional housing needs, and develop and present a recommendations report to the Board of Commissioners.

The Task Force will be dissolved no later than 270 days after holding its first meeting. Upon the successful creation and presentation of a recommendation report to the Board of Commissioners, this Task Force shall be dissolved.

It is intended that the Task Force will be representative of the County’s diverse and vibrantly connected community, and members of the Task Force should represent a variety of viewpoints, interests, and community segments so that the Task Force may collectively represent the interests of Gwinnett County. The Task Force shall be composed of ten (10) members appointed by the Board of Commissioners and shall be residents of Gwinnett County, as follows:

  • Two members appointed by the Commission Chairwoman
  • Two members appointed by Commission District 1
  • Two members appointed by Commission District 2
  • Two members appointed by Commission District 3
  • Two members appointed by Commission District 4
Term
Members serve at the pleasure of the Board of Commissioners.

At its first meeting, the Task Force shall elect a chair and vice chair that will be responsible for presiding over all Task Force meetings. The Task Force may establish subcommittees to gather public input, review data, assess models from other jurisdictions, write sections of the final recommendations report, or complete other work as needed.

Qualifications

Members of the Task Force shall be residents of Gwinnett County.

Responsibilities / Powers

The Task Force shall:

  • Serve as community representatives and provide feedback to the County on how short-term rentals negatively or positively impact the residents and their neighborhoods
  • Recommend outreach ideas and participate in public forums to gather feedback on short-term rentals
  • Review data from County staff related to housing, the hospitality industry, and short-term rentals
  • Review alternative models and best practices to regulate short-term rentals and address resident concerns
  • Consider approaches to leverage short-term rental housing to provide transitional housing


Planning and Development staff will work closely with the Task Force to coordinate and prepare for meetings, perform research, and help develop draft reports and the final recommendations report. The final recommendations report will be presented to the entire Task Force for consideration and approval. Any specific recommendations or amendments to be added to the final recommendations report will need to be approved by the Task Force. Once the final recommendations report is approved by the task force, it will be presented to the Board of Commissioners.
