Since 1996, Phil Hoskins has served as Director of Community Services for Gwinnett County. His responsibilities include overseeing the operations of the following divisions: Parks & Recreation Operations, Parks & Recreation Project Administration, Health & Human Services, Extension Services, Gwinnett Environmental & Heritage Center, and Voter Registration & Elections. In addition, he serves as the County’s liaison with various other community service organizations.
Phil is a native of Kentucky. He graduated from Georgetown College in Kentucky and completed his Master’s Degree from Indiana University.
Phil has over 30 years of public service working for local government agencies in Illinois, Minnesota, and Kentucky. Prior to relocating to Gwinnett County, he served as Assistant to the City Manager for the City of Owensboro, Kentucky.
He has held positions with many Gwinnett community boards including the American Cancer Society, American Red Cross, Leadership Gwinnett, Rotary Club of Lawrenceville, and United Way.
Phil and his wife, Janet, reside in Gwinnett County.
